In Wyoming, the hunt for elk in the 'low country' is controlled by the National Park Service. The number of hunters is limited by a lottery; all must be on foot and accompanied by a Park Ranger who can identify which elk are fair game. But in the 'high country,' no controls are enforced and the hunter is on his own.
